I. Quyền hạn/Authorities

1. Thực hiện và báo cáo kết quả phối hợp với các đơn vị trong Công ty và bên ngoài để rà soát, sửa đổi, hoàn thiện các tài liệu, chính sách, quy định, quy trình về an toàn, đảm bảo hệ thống đáp ứng các điều kiện khai thác, đồng thời tuân thủ các quy định, điều luật của Nhà chức trách và Công ty.

1. Implement and report the results of collarborating with internal and external units to review, revise, finalize the documents, policies, regulations, procedures of safety, ensure that the system meets the operational conditions and comply with applicable regulations and laws of the Authorities and the Company.
2. Thực hiện và báo cáo kết quả  theo dõi quản lý hệ thống an toàn.

2.Implement and report the results of monitoring the SMS

3. Thực hiện và báo cáo kết quả phân tích, báo cáo, đánh giá, nhận diện mối nguy; đánh giá, nhận diện rủi ro an toàn, phân tích dữ liệu bay, quản lý mệt mỏi, báo cáo kiểm tra sử dụng chất kích thích bị cấm, báo cáo bắt buộc (MOR), báo cáo an toàn định kỳ đến Cục HKVN, UBAT; điều tra an toàn; bình giảng an toàn đối với từng lĩnh vực khai thác.

3. Implement and report the results of analysis, hazard identification and assessment; safety risk identification and assessment, flight data analysis, fatigue management, report on the use of prohibited psychoactive substances, mandatory operation report (MOR), periodic safety report to CAAV, ASC; safety investigation and debriefing in all aspects of operation,.
4. Thực hiện và báo cáo kết quả xây dựng và thực hiện kế hoạch kiểm tra, đánh giá an toàn khai thác - Line Operation Safety Audit (LOSA), chương trình quản lý chim và động vật hoang dã va vào tàu bay, đồng thời tham vấn, báo cáo tới Giám đốc An toàn Chất lượng;

4. Implement and report the results of establishing and implementing the audit plan, line operation safety audit (LOSA), bird strike and wildlife animal management program; consult and report to the Director of Safety & Quality Division
5. Thực hiện và báo cáo kết quả  thúc đẩy an toàn cho từng lĩnh vực khai thác;

5. Implement and report the result of the safety promotion for all aspects of operations
6. Thực hiện và báo cáo kết quả  xử lý các công việc liên quan đến chức năng đảm bảo chất lượng (rà soát tài liệu khai thác, kiểm tra, đánh giá định kỳ nhà cung cấp, đánh giá chất lượng khai thác, tiếp và trả lời các đoàn đánh giá của Nhà chức trách hoặc bên thứ 3…)

6. Implement and report the result of processing the tasks related to quality assurance function (review the flight operation documents, audit the supplier as plan, inspect the operations, join in the audit of third-party auditor or the aviation authorities...)

II. Nhiệm vụ chính / Key responsibilities

1. Thực hiện và báo cáo kết quả xây dựng, đảm bảo duy trì hệ thống quản lý an toàn, xây dựng, hoàn thiện chính sách, tiêu chuẩn, quy trình, quy định, hệ thống tài liệu an toàn của BAV, phối hợp báo cáo, giải trình để Cục HKVN xem xét phê chuẩn/chấp thuận. 
   Implement and report the results on establishing the safety management system of BAV; cooperate, review, monitor the work of establishing and finalizing the policies, standards, procedures, regulations of BAV‘s safety - quality assurance document system and preside over the submission to CAAV for approval
2. Thực hiện và báo cáo kết quả xây dựng và quản lý hệ thống báo cáo an toàn, hệ thống phân tích dữ liệu bay, hệ thống quản lý mệt mỏi.  Tổng hợp các báo cáo an toàn định kỳ và khi có phát sinh gửi đến Cục HKVN, UBAT, các tổ SAGs.
   Implement and report the results on establishing and managing the safety report system, the flight data analysis and fatigue management. To make the periodic safety report to CAAV, ASC and SAG teams.
3. Thực hiện và báo cáo kết quả thực hiện phân tích, đánh giá, nhận diện mối nguy; đánh giá, nhận diện rủi ro an toàn, phân tích dữ liệu bay, quản lý mệt mỏi, điều tra an toàn; bình giảng an toàn đối với từng lĩnh vực khai thác.
   Implement and report the result on the analysis, hazard identification and assessment; safety risk identification and assessment, flight data analysis, fatigue management, safety investigation and debriefing in all aspects of operation.
4. Thực hiện  và báo cáo kết quả xây dựng và thực hiện kế hoạch kiểm tra, đánh giá an toàn khai thác - Line Operation Safety Audit (LOSA), chương trình quản lý chim và động vật hoang dã va vào tàu bay, đồng thời tham vấn, báo cáo tới Trưởng phòng/Giám đốc An toàn Chất lượng
   Implement and report the results on establishing and implementing the audit plan, LOSA, bird and wildlife animal strike management program, and consult, report to the General Manager/SQA Director
5. Thực hiện và báo cáo kết quả thúc đẩy an toàn cho từng lĩnh vực khai thác;
   Implement and report the results on safety promotion for all aspects of operations.

III. Yêu cầu về năng lực

• Trình độ: Đại học trở lên hoặc các chứng chỉ đào tạo tương đương
  Education: University degree or higher; or equivalent degree.
• Chuyên ngành: Kinh tế, kỹ thuật, ưu tiên chuyên ngành hàng không
  Major: Economic, engineering, preferred in aviation industry;
• Chứng chỉ chuyên môn: 1. Đánh giá viên nội bộ theo tiêu chuẩn ISO 9001-2015; 2. Điều tra an toàn (Investigator); 3. Chứng chỉ SMS ; 4. Kiến thức chung về loại máy bay A320F hoặc 1 loại tàu bay khác
  (1. Internal Audit as ISO 9001:2015; 2. Investigator; 3. SMS certificate; 4. General knowledge about A320F aircraft or more)
• Kinh nghiệm làm việc: 1. Ít nhất 6 tháng đến 01 năm kinh nghiệm trong lĩnh vực hàng không hoặc các lĩnh vực có liên quan tới khai thác hàng không; 2. Có kinh nghiệm về quản lý an toàn chất lượng hàng không hoặc điều tra an toàn hoặc đánh giá IOSA; 3. Có kiến thức vững chắc về các quy định của Cục HKVN và các quy định pháp luật có liên quan chi phối hoặc ảnh hưởng đến hoạt động của Công ty
  (1. At least 06 months to 01 year experience in the aviation industry or other aviation related fields; 2. Having experience in safet - quality management in aviation or safety investigation or IOSA audit; 3. Having strong knowledge about applicable laws of CAAV or other regulations that dominate or affect the Company‘s operation)
• Tiếng Anh TOEIC 650 trở lên hoặc chứng chỉ tương đương (English TOEIC 650 or other equivalent certificate)
